Note: Here are some stunning statistics. In 1851, poll taxes were paid on 71 slaves. By 1863 that number had swollen to 133 slaves. In 1866 the number of black polls had dropped to 28. By 1871 the number of black polls had dropped further to 13. As a comparison the 1870 Census showed a total of 15 households, either headed up by a black male; or a had a single black male working in another household. Of non white adults in the 1870 Census 21 were black and 4 were mulatto.
