SPENCER OWENS apparently born in Maryland, moved to what is now Warren County, Georgia in the early 1790's. The first record of him in Georgia is in Columbia County in 1793. Warren County was formed out of Columbia County later that year. (Columbia County had been formed in 1790 from Richmond County.) He moved to Jones County, Georgia, ca 1819, where he died a few years later.

1819 The orphan(s) of GEORGE COOPER registered for the 1820 Land Lottery. The Land Lottery was authorized by an act of December 15, 1818. The registrations took place soon thereafter in 1819.
Note: There is a very close sequence of events that had to have happened. ELIZABETH OWENS had to move to Jones County, fall in love, get married, get pregnant, become widowed, bear a child, and register the orphan child for the land lottery all within the space of less than two years! Since DAVID GEORGE COOPER was born in August 1818, ELIZABETH had to have married in 1817. For this to be so, she would have had to have moved to Jones County with her brother PURNAL OWENS in 1817 after the enumeration of the 1817 Tax Digest.
